right now at 7:00, it's the calm before the storms. and we are tracking heavy rain that could bring even more flooding and that's not even linked to what hurricane joaquin could do. thank you for joining us. i'm lesli foster. >> and i'm jane. there's a lot of rain headed our way. let's get over to chief meteorologist chief meteorologist topper shutt who is tracking the timing of the alert. >> by 4:00 tomorrow afternoon, just some light showers and rain across the metro area. the morning commute on the thursday will be okay. getting home can be kind of a bear. by 10:00 we had heavier rain showing up through the darker shades of green, heavier rain into southern maryland, going to work its way northward, by friday morning steady rain and cold rain too. by 11:00, heavy rain in the yellow across southern maryland

and then really begins to lift northward tomorrow evening. by 6:00 about this time tomorrow looking at heavy rain through downtown, back into manassas and culpeper and looking anywhere from two to 4 inches with this system. by 11:00 still moderate rain, this is friday evening, more heavy rain out towards fredericks and leesberg. the knockout bunch could become hurricane joaquin. we have hurricane warnings in effect for most of the bahamas. sustained winds -- it is forecast to become a category 2 and start to turn away from the bahamas which is good news and then become a category 3 with winds maybe 115 miles per hour and then this is brand-new since this evening, the latest hurricane track is right up the mouth of the bay. that's pretty much the worst track it could take. this is 7:00 monday night, so we have some time. let's get through thursday and friday and then we are looking at a time frame of sunday and monday for the potential for a hurricane joaquin.

one more thing, for winter this would be a snowstorm, we are going to have a lot of northeast winds for the next several days. that in and of itself will create a lot of beach erosion from now until sunday. state of emergency because of yesterday's flooding and the potential threat of hurricane joaquin. surfers got out and enjoyed the waves. this is video from about two hours ago in virginia beach. as top mentioned it's too early and tough to tell exactly where hurricane joaquin will go. regardless, though, virginia governor terry mcauliffe says his state is ready. >> we are tracking a nor'easter and a hurricane joaquin. there's a chance both of these could meet together so this is a very serious issue for us. we are all meeting, we have met this morning, we are going to meet again this afternoon but we are fully mobilizing all the resources to prepare for this. >> the nfl is keeping a close eye on hurricane joaquin as well. and the impact it could have on this sunday's game at fedex field. officials confirmed with us they talked with the redskins

about possibly rescheduling because of the weather. right now the redskins and eagles are still set to play sunday at 1:00 in landover. and you can track hurricane joaquin and tomorrow's big storms with the new wusa9 app, there's live radar and quick forecasts if you're on the go. in loudoun county today residents did everything they could today to clean up from yesterday's storms before that second round comes through. hamilton station road partially collapsed, vdot was on the  scene picking up the roads so repairs could get started. one homeowner in leesberg -- leesburg said rushing water flowed into his house and county officials say they are getting ready for round two. >> we are expecting a significant amount of weather to include rain and winds from the possible hurricane. so we are anticipating that. we are looking at staffing models of staffing certain things and insuring if roads start to close we can still provide adequate emergency response. >> and county officials say no one was seriously hurt during

last night's storm. [ no audio ] >> additional off-site locations. >> i'm so focused on just trying to get it cleaned up that emotionally i'm kind of numb. >> public works crews checked the drainage system to make sure it is ready for even more rain tomorrow. tracking metro now, the national transportation safety board says now recommending the federal government take on oversight of the rail system because of all the safety problems. oversight would switch from the

federal transit administration to the railroad administration which has more rail inspectors and other rail experts on its staff. the recommendation comes amid the ntsb's investigation into a deadly smoke incident earlier this year. the marines who protect the president at camp david are mourning one of their own tonight who died all trying to help someone whose car broke down in the pouring rain. >> i'm bruce johnson in maryland where police are looking for a driver who hit a u.s. marine and then just left him to die on the side of the road. >> we are actually searching for the vehicle. >> reporter: marine corporal william ferrell stopped his truck on the shoulder of u.s. 15 to help another driver who was stranded in tuesday night's downpour. witnesses say another truck swerved off the roadway and slammed into ferrell as he was standing next to his pickup. >> i would say he definitely knew he hit something. >> it would have made a loud noise. >> it would have made a loud

noise, a significant bump to the truck if he as if it didn' off course at all. >> reporter: witnesses were so busy trying to save ferrell's life, they are struggling to offer a good description of the truck that hit him. they think it was a heavy duty pickup like this hauling a car carrier loaded with at least two vehicles. we are just a few miles from the pennsylvania state line and the driver could be anywhere by now, but police also say that those kind of car carriers often operate pretty close to home. in thurmont, maryland, bruce leshan, wusa9. >> if you see a pickup or a car trailer with damage on the passenger side, they want you to call maryland state police. a judge has set the date for jesse matthews next trial. he will face trial october 24th of next year for the murder of morgan harrington. the virginia tech student disappeared after going to a concert in uva back in 2009.

her body was found months later in a field. today harrington's mother reacted to a letter written by one of math these' ex-- matthews' ex-girlfriend that claimed he had been raped as a child. >> we as human beings have been given free will. there are many people who come from very difficult circumstances who have not gone out and object ducted, raped and murdered. it's a choice. >> matthew will be tried in july for the murder of uva student hannah graham and this friday he will be sentenced for raping a woman in fairfax 10 years ago. a new development tonight for a virginia inmate who is supposed to be 26 hours away from his execution. this afternoon a federal judge scheduled a last minute hearing to consider his challenge. he wants proof the drugs used to kill him are sterile, potent and properly stored. the hearing set for 2:00 p.m. tomorrow, seven hours before the execution is set to happen. 49-year-old prieto was on death row for killing a young couple

in virginia 27 years ago, then raping the woman while she was dying. he is also convicted of killing a teen in california. with only hours to spare, congress sent a bill to president obama to avert a government shutdown at midnight. that bill would fund the government through december 11th. the senate passed the measure earlier today. the house gave its blessing late this afternoon. so congress now has 10 weeks to work out a long-term budget or risk facing another possible shutdown during the holidays. traumatized by a taser incident caught on camera, later a relative tells us what he wants fairfax county police to do next, something you will see only on 9. plus, did she really meet with the pope in d.c.? the vatican responds to this claim about a private meeting with kim davis.

despite his very packed schedule in d.c., pope francis apparently carved out some time for kentucky court clerk kim davis. the vatican spokesman said he couldn't deny that she met with the pontiff at the vatican embassy before he left town. davis is known for not giving out marriage licenses to gay couples. she says pope francis thanked her for her courage, told her to stay strong. she of course still refuses to sign licenses for same-sex couples. pope francis made another unscheduled stop while in d.c. to see the little sisters of the poor. the group of nuns are suing the federal government over obamacare's contraception mandate. today pope francis reflected on his 10 day trip to cuba and america while sitting in st. peters square, he described the flight to havana to d.c. as a symbolic bridge being rebuilt. he went on to say his visit to the u.n. was aimed at renewing the catholic church's support by promoting peace. jeb bush stepping into the redskins name debate. he says washington should keep its name but he doesn't find it

offensive and that native american tribes generally do not either. made the remarks during an interview on serious xm and said quote, it's a sport, washington has a huge fan base and added does not think politicians should have any y sa in whether the redskins name stays or goes. last year the terps shot the state of michigan with their win over the wolverines but we will tell you why they are all over michigan's radar this year. no showers right now but they are just around the corner. in addition to the possibility of flooding tomorrow night and friday, check out the forecast wind gusts, this is 7:00 in the morning on friday, winds can be gusting over 30 miles an hour. that's not good, folks. two to 4 inches of rain last night and two to 4 inches of rain on the way. we will talk about that event and of course have more on joaquin. plus what you need to know about the new credit cards with those chips in them. a big change is supposed to begin tomorrow. this is wusa9 and your only local news at 7:00.

a relative of the man tased in fairfax county is speaking only to 9 tonight. video of the incident posted on facebook sparked a use of force investigation by police. marty jackson, a longtime resident of fairfax county says he was disturbed after seeing cell phone video of an officer using a taser on his nephew.

elton chancellor was suspected of stealing sunglasses at a bank last week. fairfax county police say chancellor resisted arrest, assaulted the officer and repeatedly put his hands in his pocket where there was a fold- up knife. >> i would like his name cleared. i would love for his name to be cleared and, you know, an apology given to him. >> stiffened up to actively resist and locked his elbows out to prevent a physical arrest. and at this time the officer and mr. chancellor became engaged in a physical argument. >> kansas lor is charged -- chancellor is charged with an assault on an officer and larceny. thousands of students kept out of the classroom tomorrow in prince george's county because they don't have updated vaccinations. the deadline was close of business today for students to turn in that proof and earlier today the school district said some 2400 students did not get them the form.

pre-k, kindergartners and seventh graders are required to be up to date on shots, protecting against several diseases like chickenpox and meningitis. a consumer alert for amtrak riders. the company is boarding the baggage-free bandwagon on starting tomorrow they are going to charge you if you go over the limit for your carry- on and personal items. they have had this in effect for a long time but now they are going to enforce it. travelers can bring two personal items that weigh up to 25 pounds, two carry-on items that weigh up to 50 pounds for free but if they have extra bags or those bags tip the scales, they will now charge you $20 each. also starting tomorrow stores are supposed to have those card machines that read the new computer chip credit cards instead of swiping a card, you slide it into a slot on the bottom of the terminal. the chips are more secure because they create a unique code for every transaction. they don't transmit your personal information which could of course prevent the big

let's start with hurricane joaquin and category 1, maximum winds are 85 miles per hour, it is going to hit the bahamas, the only good news is i think the highest winds are going to be offshore so that's the good thing. it is also going to become probably a category 2, maybe a category 3 which are winds over 111. that probably will happen and this is the latest track, this red line is the track, the official track from the national hurricane center. they go here's where we think it's going to go. these individual lines are those models everybody looks at and you can see not much confluence. if there were confluence we would see the lines closer together. one might say norfolk, one might say wilmington. that's not a good track. if that were to actually happen, that would mean major tidal flooding on the bay and patomic. the winds are north-northeast at 12 and we are also looking at a north-northeast flow for the next several days. that's going to create some

problems at the beaches in terms of beach erosion before joaquin even shows up. cooler tonight, just a few showers, and then bus stop temperatures 55 to 60. kids need a sweatshirt. flooding possible tomorrow night and friday and joaquin, the threat would be sunday into monday. that's the time frame there. so futurecast, noon tomorrow, showers across most of the metro area. it's light. so nothing heavy in the morning, nothing heavy in the afternoon until about the evening. by 6:00 p.m., darker shade of green, that's heavier rainfall, the real heavy activity down into southern maryland and then by 10:00 more showers and rain across most of the metro area, not quite to the mountains yet, not quite to haggarstown and can you rememberlin but -- hagerstown and can cumberland but it will get there. heavy rain now about to spur southward down 95 to fredericksburg, that's superheavy rain. we are not talking about thunderstorms. just heavy rain and flooding,

that's our main threat. 10:00, pretty good rains west side of i-95, 10:00 on friday. and then 5:00 a.m. on saturday still rain going on. we may have to issue another yellow weather alert on saturday. day planner, these temps don't move much, 61 at 11:00, 62 at 1:00, perhaps a shower by 12:00 or 1:00. rain heavy at times on friday, only 60. mild rain and showers on saturday, 74, that could be a yellow weather alert day as well. joaquin, that's going to determine what sunday is like, more showers on monday, back to the 70s and finally nice by next wednesday. now wusa9 game on sports with kristen berset brought to you by xfinity. >> the burgundy and gold are prepping for joaquin too but their game plan won't change too drastically on the field. the run games becomes -- game becomes more important and that's what washington has been trying to emphasize this season
